Montenegro to Require Visas for Citizens of Russia, Belarus, China, Saudi Arabia and Turkey from 1 November 2026

From 1 November 2026 citizens of Russia, Belarus, China, Saudi Arabia and Turkey need a visa to enter Montenegro. The Government adopted the change on 23 July 2026 to align with EU visa policy, and visa-free stays of up to 30 days end on 31 October 2026. Holders of a valid Schengen, US, UK or Irish visa may still enter for up to 30 days. Applications go through Montenegrin missions and VFS Global.

Montenegro will end visa-free entry for citizens of five countries at the end of this month. The rule affects tourists, people arriving on business and travellers in transit, and it matters for anyone who owns, rents out or plans to view property on the coast. This article sets out what the Montenegrin authorities have confirmed, what media reports add, and what is still unclear. Information is current as of 22 October 2026.

Key facts at a glance

  • Who: citizens of Russia, Belarus, China, Saudi Arabia and Turkey.

The Montenegrin Ministry of Foreign Affairs states that holders of travel documents with a valid Schengen visa, a valid visa of the United States, the United Kingdom or Ireland, as well as residence permits of those countries, may enter, stay in or transit through Montenegro for up to 30 days. The stay cannot last longer than the validity of the visa if that is shorter than 30 days.

The Ministry’s pages we reviewed do not say how the rule applies to people who already hold a Montenegrin temporary or permanent residence permit, or to property owners. We did not find an official statement on this, so it should be confirmed with the Ministry of Interior or the nearest Montenegrin mission before travelling.

How to apply

  1. Choose the route: a Montenegrin embassy or consulate, or a VFS Global application centre.
  2. Check the current document list and fee on the website of the mission or of VFS Global for your country of residence.
  3. Book an appointment and submit the application well before the trip.

VFS Global centres are already working in India, Bangladesh, Kyrgyzstan, Azerbaijan, Turkey, the UAE and Russia, and the Ministry says the network will expand, including Saudi Arabia, Belarus and China. For Russia the Ministry lists centres in Moscow, Arkhangelsk, Petrozavodsk, Murmansk, Yekaterinburg, Voronezh, Pskov and Novorossiysk. An electronic visa is planned, but no launch date has been announced.

What media report, but the Ministry pages do not confirm

Russian media report a consular fee of 35 EUR for adults and 17.5 EUR for children under 14, a processing time of two to three weeks, and a short-stay category allowing up to 90 days in any 180 days. We could not confirm these figures on the official pages, so treat them as indicative until the mission or VFS Global confirms them.

What it may mean for the property market

The visa rule governs entry into the country, not the ownership of property. Nothing in the Ministry’s announcement concerns property purchase. The practical effects are on logistics and demand:

  • Viewing trips need a visa for citizens of the five countries, so buyers should plan the application before booking flights.
  • Owners who let to guests from these countries may see changes in bookings. Russian media report that about 204,000 Russian citizens visited Montenegro in 2025 and that the first half of 2026 was already 3 to 4 percent lower; one industry expert quoted by media forecasts a drop of 25 to 35 percent in the first year. These are forecasts and press figures, not official statistics.
  • Seasonality matters: according to industry commentary, most of the flow arrives between May and September, so the full effect will only be visible in summer 2027.

Any single anecdote about prices or rents, such as owners listing flats for sale in Budva, is not market data. Official statistics from the Statistical Office (Monstat) and the Real Estate Administration are the reliable measure and will take months to show a trend.

Background

Montenegro is a candidate for EU membership and has said it aims to join in 2028. Aligning visa policy with the EU is part of closing Chapter 24. The Ministry says the step also unlocks about 4 million EUR under the Growth Plan for the Western Balkans. Russia has announced mirror measures: Montenegrin citizens will need visas for trips to Russia, according to statements reported by Russian media.

Frequently asked questions

Do I need a visa if I only transit through Montenegro?

From 1 November 2026 the visa requirement covers entry, stay and transit for citizens of the five countries, unless an exemption such as a valid Schengen visa applies.

Can I enter on 31 October and stay beyond 30 days?

Media reports say a person who enters before the deadline keeps the permitted stay of up to 30 days from the date of entry. Confirm the exact terms with the Border Police if your stay will cross the deadline.

Does a Schengen visa replace the Montenegrin visa?

A valid Schengen visa allows entry, stay or transit for up to 30 days, and not longer than the visa itself is valid, according to the Ministry.

Is buying property still possible?

The announcement concerns entry rules. Purchase procedures, taxes and residence conditions are governed by separate rules, and they were not part of this decision.

Where do I check the latest rules?

On gov.me, on the website of the Ministry of Foreign Affairs and on the site of VFS Global for your country.

Official sources

Only the official pages of the Government of Montenegro are used as the source of rules. Figures that appear in the press only are marked as such in the text.
